Since the release macOS Sierra, many users have complained that the process "Photos Agent”Consumes a lot of CPU. After upgrading from macOS Sierra la macOS High Sierra, I have overcome this rather stressful issue. Abnormal for a MacBook Pro who had no problems is the load never.
In Activity Monitor, besides other processes that are responsible for the application Photos and synchronization in iCloud of media files, we see a very high consumption of CPU resources by "Photos Agent".
As far as I noticed, the problem is not constant and occurs only under certain circumstances. At least until now, it only appeared after we did a picture or screenshot cu iPhone or iPad. Both devices with My Photo Stream activated. Also the application "Photos" on MacBook Pro has this active gallery.

The simplest solution is to stop sync My Photo Stream on Mac.
We open the application Photos, we go to the top menu at "Preferences... " iCloud → uncheck the service "My Photo Stream".
Of course, in the screenshot above we can see that our cat is not impressed by these problems.
After disabling My Photo Stream on your Mac, everything should be back to normal, and the service Photos Agent no more impinga CPU at extreme consumption.
