Apple recently released an update Rapid Security Response for all devices iPad and iPhone with iPadOS 16.4.1 and iOS 16.4.1. The update that should solve a major security problem, I think came with a bug. Unable to Verify Security Response.
The problem is that the message appears after the update is downloaded, and the Internet connection works without problems. Both Wi-Fi and the 4G or 5G mobile network.

If seeing the notification in red (badge) pe “Settings", most likely you have to wait until Apple comes with another update that solves this problem.
Most likely, it is a Rapid Security Response that contains a bug. I don't know if the problem is global or on all devices, but I can confirm for it iPad Pro (4th gen.), iPhone 14 Pro and iPhone 13 Pro.
